Out-Maneuvering Republican Walkouts

The Challenge

In the waning days of session, Republican senators walked off the job in protest of Renew’s bill, preventing a quorum and stopping this needed legislation. Renew rebuilt its coalition that fall in the hopes of passing it during the short 2020 session, but were again stymied by Republicans refusing to show up to work in protest of its bill..

Our Strategy

Stuart Collective’s team knew that acting on climate could not wait, and were unwilling to push this priority out another year. We immediately activated our emergency communications strategy to quickly engage stakeholders across the state and build momentum for Renew’s cause. We leaned on our relationships in Salem, and were able to connect Renew’s leadership with the Governor’s team. 

The Impact

Just 14 days after Republicans walked out of the legislature, Governor Brown signed Executive Order 20-04 codifying Oregon’s cap and trade system. A big win for Renew and Oregonians everywhere
